  • Bio:

    Philip Tod is a European Commission official with over 25 years of experience in EU policy-making and communication, with a focus on the economy, financial services and public health across both the European Commission and the European Parliament. He is currently Head of Unit responsible for euro protection and euro cash at DG ECFIN of the European Commission. In this role, he oversees EU legislation on the legal tender status of euro cash, as well as the implementation of the Pericles programme, which supports efforts to combat euro counterfeiting.

    Previously, he served as Head of Unit for communication at DG ECFIN, and as spokesman and member of the cabinet of the EU Health Commissioner. Earlier in his career in the European Parliament, he worked as a policy adviser on financial services within the Economic and Monetary Affairs Committee, and as spokesman for the leader of the Liberal Group.

  • Presentation 2-Line Description: Philip will examine the role of euro cash in a context of developing payment habits and heightened geopolitical tensions. His session will consider the implications of its legal tender status across the euro area and the ongoing work at Commission level to secure reliable access to cash and preserve its widespread acceptance. It will also address the unique role of cash in providing cost-effective payment resilience in times of disruption, whether caused by natural events or man-made crises. Finally, it will touch on the importance of public trust in sustaining the use of euro cash, alongside efforts to simplify and strengthen the surrounding regulatory framework.
