Dr. Mehmet Sercan Arslan is Director General of the Banknote Printing Plant of the Republic of Türkiye. He has nearly 20 years of experience in public service and central banking, including senior leadership roles at the Central Bank of the Republic of Türkiye, most recently as Director General of Strategy and Corporate Governance.
He holds a Ph.D. in Economics, an MPP from the University of Chicago Harris School of Public Policy, an MBA from Middle East Technical University, and a BSc in Industrial Engineering. Earlier in his career, he worked in Türkiye’s defence and energy sectors in technical and managerial roles. An alumnus of the University of Oxford’s Strategic Leadership Programme, his expertise includes central banking, banknote production, strategic governance, and public sector transformation.
