Edna C. Villa is the Assistant Governor of the Payments and Currency Development Sub-Sector (PCDSS) of the Bangko Sentral ng Pilipinas (BSP). This sub-sector exercises oversight, regulation and supervision over the national payment system, formulation of development strategies and policies for currency and payment systems, including digital payment transformation initiatives and policies to ensure currency integrity.
Edna’s central banking experience also covers the areas of external debt management, the implementation of foreign exchange regulations, international relations, foreign exchange reserve management and monetary policy implementation through the conduct of foreign exchange and open market operations.
Prior to being seconded to the International Monetary Fund (IMF) as Alternate Executive Director representing the Southeast Asia Voting Group, Edna was the Chief of Staff to BSP’s Governor Amando M. Tetangco, Jr.
Edna holds a PhD in Economics from The George Washington University, Washington D.C., and has an MBA and a BS Statistics degree (cum laude) from the University of the Philippines.
As part of the mandate to protect the integrity of currency, the Bangko Sentral ng Pilipinas (BSP) works with law enforcement agencies in combatting counterfeiting of Philippine currency banknotes and coins, including foreign currencies, as well as the wilful mutilation of Philippine currency banknotes and coins. This presentation includes the processes that the BSP undertakes in relation to addressing currency counterfeiting and suspicious operations in payment systems; determining the genuineness and redemption value of mutilated and doubtful Philippine peso; intensifying public awareness campaign on counterfeit detection and proper handling of currency; and regulatory reforms in currency management, with the goal of ensuring the integrity of currency as well as the safety and reliability of payment systems.
