Dion Chamberlain is the Manager Product of Development for Identity at the Department of Internal Affairs (DIA), where he has worked since 2003 in roles spanning Passports, Citizenship, Digital Identity and Civil Registration.
Focused on the development of identity products for New Zealanders, his role also encompasses business intelligence and innovation, identity data and information sharing, traveller identification and credentials, and strategic international engagement. He has been closely involved in the development and delivery of successful initiatives, including digital identity, the introduction of e-Passports, the use of facial recognition technology in automated issuance processes, and online Passport renewal services.
Dion is currently the Secretary of the International Civil Aviation Organisation (ICAO) Implementation and Capacity Building Working Group (ICBWG), which is focused on improving capability of travel document issuance authorities and border control agencies globally. He also leads the policy sub-group for the development of the ICAO Digital Travel Credential. He represents New Zealand on the ICAO Facilitation Panel (FALP) and the Technical Advisory Group for Traveller Identification (TAG-TRIP), which discuss and agree the adoption of standards and technical specifications included in Annex 9 of the Chicago Convention on Civil Aviation, including travel documents.
