Why does a counterfeiter simulate certain banknote security features? This presentation will cover the simulation of security features in U.S. currency, along with the perspective of a counterfeiter responsible for manufacturing and successfully passing hundreds of thousands of dollars.

Identity documents and currency are widely accepted to belong to two parallel worlds within the realm of security. When it comes to counterfeiting, we will examine the points where the borders between the two areas become blurred and where they differ completely. Analysis will be carried out in terms of counterfeiters’ profiles, counterfeit users and anti-counterfeiting actions.

Since November 2015, the National Bank of Rwanda acquired high speed cash processing machines (BPS M7). This aimed at improving operational efficiency, faster and accurate accounting, planning, monitoring and control, as well as the counting and sorting of deposits from commercial banks.
The acquisition of cash processing solution contributed to the decrease of issuance of fresh notes and minimised the printing cost compared to the four previous years. At the beginning of 2017, we started the state-of-the-art project of vault automation, including Standard Transport Unit for Cash and Compass VMS (Cash Management System).
The automated cash management processes have allowed the bank to increase the current storage space 3 times within the same location without changing the building structure. The storage condition has also changed significantly. All our cash management processes are now automated with constant report of cash situation.
During the COVID-19 pandemic, the number of staff working at the Bank decreased and reduced the number of cash withdrawal from commercial banks. This was for the safety and security of our customers and our staff. Business has come back to normal but our teams are divided in two for business continuity purposes.

This presentation will show how machine learning techniques can be used in National Central Banks (NCBs) to check the efficiency of the fitness sorting carried out in the sorting machines. Eduardo will present a software tool, currently in development at the BdE, aimed at the analysis of small samples of banknotes sorted out as fit or unfit by the high-speed sorting machines. This tool can help to determine the amount of unfit notes that are sorted out as fit and the amount of unfit notes that are prematurely shredded, and thereby to establish whether the fitness sorting operations in NCBs need optimising.

Automated vault at National Bank of Rwanda: security and efficiency before and after COVID-19

Machine learning applied to the assessment of banknote fitness criteria
This presentation will show how machine learning techniques can be used in National Central Banks (NCBs) to check the efficiency of the fitness sorting carried out in the sorting machines. Eduardo will present a software tool, currently in development at the BdE, aimed at the analysis of small samples of banknotes sorted out as fit or unfit by the high-speed sorting machines. This tool can help to determine the amount of unfit notes that are sorted out as fit and the amount of unfit notes that are prematurely shredded, and thereby to establish whether the fitness sorting operations in NCBs need optimising.
